What's changing with 451
The North Carolina Utilities Commission approved an overlay by order on September 8, 2026, and NANPA named the new code 451. Existing 828 numbers stay the same, and new lines may get 451 once 828 runs low.
NANPA expects 828 to run out of numbers for new accounts in the third quarter of 2028. No start date for 451 has been set yet.
You will need to dial 10 digits
Today, local calls within 828 can still be dialed with 7 digits. With 451, calls within the area will need the area code. The switch date isn't set yet, and the Commission says customers will be told well ahead.
